The Council also organizes horse clubs and horse owners to represent the collective voice of the equestrian community. It helps educate the horse community about related issues: land-use, taxes, safety, and legislation of the county levels. Perhaps most important to the day-to-day equestrian, the organization supports trail and open-space development.

Although I 25 passes through Douglas County, it is west of Elbert County. I 70 moves east/northwest through the area, however. These communities offer plenty of horse properties within reach of I-70 and Hwys 86 and 83 to Denver.
